Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability enabled by timely intelligence. From observation points, defense planes that had been deployed to counter approaching cruise missiles flew past – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings targeted at a incoming threat. This was a sophisticated defense system at work, probably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly becomes grim resignation: perhaps the incoming missile won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a dependence that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The detailed framework from US administration sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until circumstances change in its favour.
Current Realities
Realistically, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not switch to internal issues. And although their task will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
